Although they might not admit it- the official indian policy for issuing visas is based on reciprocal agreements. ie the US State dept makes it very difficult for indians to obtain visas. The Indian govt responds in kind. The thai govt issues indians with visas on arrival and a thai citizen has the same right in india.
Although the policy has now changed thanks to Obama. I myself applied for a US visa last month and was issued a full ten year visit visa without having to show any documentation. I have heard similar reports from friends and neighbours. Hopefully the Indian govt will reciprocate. But the wheels of indian bureaucracy take a long time to turn over. Maybe by Obama's second term.
